Place the all-purpose flour, salt, sugar, and Instant Yeast in the mixing bowl. Mix using a wire whisk.
In a small sauce pan, warm the water until it is warm to the touch. Don't make the water too hot; it will kill the yeast. Add the water slowly to the flour mixture. Mix the dough on medium speed for 14 minutes. Use your hand to ensure that the dough holds together.
When done, shape the dough into a ball. Spray the mixing bowl with nonstick oil and return the dough to the bowl, making sure that the dough is coated with the oil. Cover and let it sit in the warm place for an hour.
Preheat the oven to 350 F.
When done, divide the dough to eight pieces and shape them to a bagel shape. While shaping the bagel, cover the dough with damp towel so that the dough will not dry up.
Boil about ten cups of water and add the honey. When the water is boiling submerge the bagel for two minutes. Drain excess water using a slotted spoon and transfer to the baking sheet lined with parchment paper.
Top the dough with Everything bagels, or cheese. Do this step while the bagels are wet so that the toppings will stick to the dough. Bake the bagels for 18 to twenty minutes, or until the bagels are hollow when you tap them.
