For the Base (makes 10-12 sticks):

Instructions
Mix your base – In a large pitcher or bowl, whisk evaporated milk, condensed milk, water, and salt.
Add your flavor – Stir in your chosen flavor mix until smooth. Taste and adjust sweetness if needed.
Fill the plastic ice candy bags – Use a funnel to fill each bag about 3/4 full.
Seal tightly – Twist and tie each bag securely.
Freeze overnight – Place in the freezer and freeze for at least 6–8 hours or overnight.
